The Omaha City Council has approved a plan to provide more than $17 million in tax incentives for the development of a new casino.

OMAHA, Neb. -- The Omaha City Council has approved a plan to provide more than $17 million in tax incentives for the development of a new casino.
The $220 million project from WarHorse Gaming Omaha will be among the first casinos in the state.
It comes after voters chose to expand gambling across Nebraska at sites where horse racing takes place.
Developers argued the project at Horsemen's Park would "not be feasible" without tax increment financing. Opponents are questioning why a casino set to make millions needed a tax break.
No one other than the developers testified in favor of the project at Tuesday's city council meeting.
Construction is set to be completed by the fall of 2020.
